Florida’s Opioid Crisis

The Florida opioid crisis has intensified as synthetic opioids like fentanyl contribute to a growing number of fatalities, putting pressure on public health systems, families, and communities throughout the state.

Florida Department of Health Statistics

The Florida opioid crisis has severely impacted communities across the state, with overdose rates escalating sharply over recent years. According to the Florida Department of Health’s Bureau of Vital Statistics, unintentional and undetermined drug overdose deaths in Florida more than doubled between 2014 and 2016—from 2,175 deaths in 2014 to a staggering 4,672 in 2016. Since the turn of the century, Florida’s opioid overdose rate has tripled, with the Statewide Drug Policy Advisory Council’s 2016 report noting a marked rise in deaths associated with fentanyl and heroin. During the COVID-19 pandemic, Florida saw a 37% increase in overdose deaths in 2020 compared to 2019, reaching 7,579 fatalities. In Central Florida, opioid-related deaths rose by 28% in Orange, Osceola, and Seminole counties between April 2020 and April 2021, averaging over one death per day during that time.

In response, the government of Florida has implemented measures to address and combat the opioid epidemic:

• Statewide Public Health Emergency: In 2017, Governor Rick Scott and the state surgeon general declared the opioid epidemic a public health emergency, allocating additional resources for overdose prevention and addiction treatment.
• House Bill 249: Also passed in 2017, this legislation requires healthcare providers to report controlled substance overdoses, enhancing the state’s data on overdose incidents and improving its ability to respond.
• Overdose Prevention Program (OPP): With over 600 distributors statewide, this program provides free naloxone kits to reverse opioid overdoses, making this life-saving intervention widely available to communities across Florida.
• State Opioid Response Project (SOR): Funded by the Substance Abuse and Mental Health Services Administration (SAMHSA), this project increases access to treatment options for opioid addiction through medication-assisted treatment and supportive services, helping to reduce opioid dependency.
• Overdose Data to Action (OD2A): Supported by the CDC, OD2A enhances real-time overdose tracking and surveillance. By closely monitoring overdose trends, OD2A allows the state to develop targeted responses and better adapt its addiction treatment in Florida to meet the crisis.
• Florida Opioid Settlement: In 2022, Florida secured over $3 billion through settlements with opioid manufacturers and distributors to combat the opioid crisis. In February 2023, Governor Ron DeSantis announced the first $205.7 million allocation, focused on statewide prevention, treatment, and recovery efforts. Key initiatives include the Coordinated Opioid Recovery (CORE) Network, expanded medication-assisted treatment, supportive housing, peer recovery programs, and the Florida Opioid Dashboard to guide data-driven strategies.

The government is actively working to mitigate the Florida opioid crisis by expanding resources for opioid addiction and offering support for recovery.
